Hmm.. my HTC Mogul on Sprint isn't locked in any way that I know of.. except I think it can only be used on Sprint's network unless you 'unlock' it so it can be used on Verizon's network (I believe they both use the same network protocol, but there's something that keeps you from using one on the other's network).
iPhone's can be "jailbreak"'d in order to install apps on them manually, possibly unapproved and/or pirate programs.
But nothing involving Skyfire should require any kind of unlocking or jailbreaking or anything.
If you're not seeing files in that folder, maybe there aren't any. Maybe you have it installed somewhere else.
Steps I would take:
1. Uninstall Skyfire and/or delete the Skyfire folder and associated application data folder where the prefs file is. Make sure to check your phone's internal storage as well as any storage card you may have installed Skyfire to.
2. Reinstall and/or make sure you're using the latest version of Skyfire.

Start -> File Explorer (you may have to navigate until you find File Explorer)
On the top left of the screen (under the "File Explorer" tag that's really the Start Menu), is a little dropdown. It will contain the name of the current directory (in my case, a second ago, "My Pictures", but it can be anything you navigated to before).
Click that and select "My Device"
Select "Application "Data"
Select "Skyfire"
You should find prefs and maybe ids or something in there.
Click the "Up" button twice to get back to "My Device".
Select "Program Files"
Select "Skyfire"
This is where you should find the main Skyfire executable and maybe a support file or two.
If you don't find Skyfire in those two spots, go to the main dropdown menu (within File Explorer) and select "Storage Card" instead of "My Device" and look for all the same folders.
If you still don't see it, then you probably don't have Skyfire installed and/or things are just fundamentally different on your device than mine.
NOTE: Things may be different on Windows Mobile 5.x. I've used 6.0 and 6.1 and they both seem similar. Plus, I don't know if Motorola or other manufacturers include anything special that may make this a different process. And things are definitely different on Symbian and Blackberry.
